Executive Profile

Christopher is a Partner on the Texas South team of SeatonHill. Mr. Frantz is an experienced executive, financial officer, and business development leader with a broad understanding of both the traditional and renewable energy worlds. He has operated at the executive level in both large and small organizations for over two decades and has a deep understanding of energy project and business entity mergers & acquisitions, financing, development, permitting, and large facility construction. Christopher has proven experience in structuring and implementing biofuels tolling agreements, sales contracts, and midstream water processing agreements. He has a successful track record of both simple cycle and combined cycle power plant development, distributed generation, and financing domestically and abroad of power projects. Christopher excels at new business creation and growth, having raised over $55 million in startup private equity and over $20 million in project finance private equity. He is fluent in merger and acquisition due diligence as well as post-merger integration. Christopher also has extensive experience drafting, negotiating, and executing financial and legal agreements of all types with a strong background in federal and state permitting, biofuels, and renewable tax credits and certifications.

Key Experience

Environmental Solutions Company (Oil & Gas): Christopher served as Chief Commercial Officer & Chief Financial Officer for this provider of wastewater recycling and freshwater and salt production from this wastewater to the Pennsylvania oil and gas industry. He was responsible for all aspects of financial, accounting, and regulatory management of a $18 million per year gross revenue business with 75 employees. Christopher supervised accounting and finance groups, including accounting managers, human resources, logistics, and the front office. He led a $65 million private equity raise and sale of the company. Christopher secured landmark long-term take-or-pay contracts with oil & gas producers totaling over $96 million. He was responsible for combining all aspects of commercial development and financing to ensure the successful growth of the company. Christopher maintained strong relationships with US investment banking and finance communities. He also had daily finance, budget, accounting, compliance, and regulatory responsibilities and communication of key performance metrics to the Board. 


Biodiesel Refinery: As Chief Financial Officer, Christopher was responsible for all aspects of financial, accounting, and regulatory management of a 30 million-gallon-per-year biodiesel refinery. He negotiated and closed the $18MM formation of a new, merged LLC entity to enable construction of the refinery. Christopher was also responsible for initial due diligence, as well as post-merger integration, Board formation, and reporting. He supervised the accounting and finance group, including the VP of Finance, the Accounting Manager, and the Chief Compliance Officer. Christopher closed a $2MM working capital line of credit for the purchase of feedstock and chemical inputs and reduced company general and administrative costs by 60% from ~$400K per month to $160K per month. He renegotiated all corporate insurance policies (reducing costs by ~50%), managed and reported company financials to the Board of Directors, and supervised annual accounting audits. 


PE-backed Biofuels Company: As Chief Financial Officer & Co-Founder, Christopher was one of three founders and principals of this private equityfunded company developing second-generation biodiesel technology. He raised $55MM in private equity and debt from private equity providers. Christopher structured a $6MM loan to the company, paying back and exiting the loan within one year. He finalized definitive agreements to construct a 30 million-gallon-per-year production facility in East Texas. Christopher negotiated and finalized definitive agreements for the $9MM participation by a corporation as a 50% owner of the biodiesel plant. He also structured a biodiesel tolling agreement with a $1.2MM net profit. Christopher developed and permitted active project sites in Louisiana, California, Ohio, and Texas. He actively managed the ongoing relationship with the US Environmental Protection Agency (USEPA) to support the company’s unique biodiesel production process with responsibility for all areas of corporate compliance with USEPA’s renewable fuel standard legislation as well as the California low carbon fuel standard program. Christopher was responsible for all economic valuations, forecasting, and modeling. 


Oil, Gas, Coal, and Power Consultant: Christopher researched, developed, and presented multiple power plant and acquisition opportunities on behalf of the listed clients. His projects included:

  • A multi-part unsolicited proposal to the Department of Defense to build and operate a power plant on-base in Guam

  • A financial and commercial assessment of new merchant transmission infrastructure at the Linden, NJ cogeneration plant

  • All financial and commercial due diligence to site and permit an integrated coal gasification to combined cycle (“IGCC”) power plant in southern Indiana

  • Evaluation of greenfield and acquisition developments of wind power resources in Canada and California 

Christopher handled all aspects of project evaluation, including the pursuit of 3rd financing in each instance. He worked with natural gas and liquids pipeline services company to extend O&M business model inside the battery limits of power plants, refineries, and chemical facilities. Christopher wrote original power services business plan to support this new business segment expansion. Clients included: Goldman Sachs, LP; Airtricity, Incorporated; EMS Pipeline Services, LLC; Tondu Corporation; MPR & Associates, LLC; and NuCoastal Corporation.
